NAPLES, FLORIDA · PINE RIDGE ROAD
Pine Ridge Estates is an established, non-gated estate neighbourhood in unincorporated North Naples — roughly 1.75 square miles of wooded acreage between Pine Ridge Road and Vanderbilt Beach Road, US-41 and Goodlette-Frank Road, built out lot by lot over five decades: no master plan, no gates, no club and no association of any kind. Roughly 530 single-family homes sit on lots of one to ten acres under pine and oak canopy, around several small lakes. There is no HOA and no CDD — the rulebook here is Collier County's, and because the neighbourhood's zoning is a patchwork that changes parcel by parcel, the lot in front of you matters more than the neighbourhood's reputation. This guide covers what buyers actually ask us: what the absence of fees really means, the zoning and horse question, the land itself, the county's rental rules, the schools, and the market.

PINE RIDGE ESTATES AT A GLANCE
|
Read Pine Ridge's numbers the way its brokers have to: leading with the houses, and honest about the map. The single-family median sale price is $7,100,000 — that is the neighbourhood's real market: custom estates on acreage, selling at an average of $912 per square foot, with a median list price of $4,899,000 and a considered pace (a median of 192 days on market). One warning belongs on the band itself: the portal counts behind it — 76 homes sold, 49 for sale, 7.7 months of supply — are all-property counts drawn on a boundary that also takes in the Emerald Woods condominiums at the neighbourhood's southwest edge. That wider polygon produces an all-property median of $3,200,000, some $3.9 million below the single-family figure. That gap is a statement about what the map contains, not about Pine Ridge values — which is why this page leads with the houses and labels everything else.

Every gated-community guide on this site has a fee stack. This one has an absence, and the absence is complete: no association to pay, no district line on the tax bill, no club bill — and, unlike some no-HOA neighbourhoods, not even a voluntary association to join. What ownership costs here is the parcel itself — its county taxes, its insurance, and the systems the lot runs on.
| Master HOA — none There is no HOA in Pine Ridge Estates — no mandatory association, no required dues and no association architectural review board. MLS records and listing copy state it in their own fields, and four independent community guides agree. There is also no voluntary or civic association for this community: the association website that carries this neighbourhood's exact name belongs to a different Pine Ridge Estates, in Citrus County, Florida, and has nothing to do with Naples. If a website tries to sell you Pine Ridge dues, you are reading about the wrong county. |
| CDD / district assessments — none There is no community development district for Pine Ridge Estates, and no CDD assessment rides on the tax bill. You pay Collier County property taxes for your parcel — there is no association or CDD layer on top. |
| Fees at resale — none at neighbourhood level There is no neighbourhood transfer fee, application fee or capital contribution — there is no association to charge one. (The condominium community at the neighbourhood's southwest edge, Emerald Woods, runs its own association and fees — those are that community's, covered under Homes below, and are never Pine Ridge figures.) |
| The honest caveat — deed restrictions are a title question "No HOA" is the neighbourhood's verified structure. What this page does not claim — in either direction — is a blanket answer on deed restrictions: Pine Ridge was platted in the 1960s in two subdivisions, sources disagree on whether recorded covenants attach, and there is no association to ask. Whether any recorded document attaches to one specific lot is a title question for that lot — confirm the specific parcel's recorded documents before you buy. |
The honest summary: no dues, no district, no club bill — and no association providing anything either. The money a gated community spends through an HOA, a Pine Ridge owner spends directly: on the land, the systems and the home itself. Budget for the parcel, not for a fee schedule.
Lot sizes. Lots run from about 1 acre to as much as 10 acres, with most homes on 1 to 3 acres and the typical lot a little over an acre. That geometry — a full acre or more of wooded privacy inside the urban core, minutes from the beach — is the entire Pine Ridge proposition, and it is why the stock is so individual: surviving 1960s and 1970s houses, deep renovations, and a heavy current wave of teardown-and-rebuild estates stand on the same streets.
The lakes. Several small lakes sit inside the neighbourhood, and lakefront is a real sub-market here — homes on Carica Road, West Street and Trail Boulevard carry lake views and lake frontage in their own MLS fields. Most lots are interior and wooded; a lake lot is a specific purchase, priced as one.
Flood and elevation — parcel by parcel. There is no neighbourhood-wide flood answer in Pine Ridge: flood zone and elevation are parcel-specific here — many homes sit in Zone X, but designations change (one current listing notes its Zone X was recently corrected by FEMA letter), so check the specific home's elevation certificate and current FEMA designation before you buy. Any source that gives you one flood zone for the whole neighbourhood is guessing.
There is no club and no membership in Pine Ridge Estates. What shapes what an owner can do with the land is zoning — and here this page has to correct the neighbourhood's own marketing, because Pine Ridge is not in a single zoning district. County evidence shows a patchwork: Residential Single-Family (RSF-1) districts across most of the neighbourhood, with Rural Agricultural (A) surviving in the eastern Pine Ridge Extension strip — where the county has begun rezoning parcel by parcel (in June 2024 it took up rezoning 438 Gordonia Rd, in the Extension subdivision, from Rural Agricultural to RSF-1). The county's own planning text places the neighbourhood in its Urban Mixed-Use District — an urban designation, not a rural one. There is no single "Pine Ridge zoning," and the parcel's district — not the neighbourhood's reputation — governs what you may build and keep.
Horses — the county's two poles. Collier County's code guidance is blunt in both directions: turkeys, chickens, ducks, geese, pigs, horses, cows, goats, hogs and the like are prohibited in residential zoned districts — and in the county's Estates zoned district you may keep 2 hoofed animals per acre (horses, goats, cows) and up to 25 fowl, with no pigs or hogs, animal enclosures at least 30 feet from any lot line and 100 feet from a residence on an adjacent parcel, and county permit confirmation before you build an enclosure. Pine Ridge contains both kinds of district. So the honest answer to the question every buyer asks is per-parcel: whether a Pine Ridge lot may keep horses turns on that lot's zoning — listings that say "horses permitted" are speaking for their lot. Barns, stables and paddocks are in fact widespread on qualifying lots, and that is the true version of the neighbourhood's equestrian reputation — but verify the parcel's district, and its title, before you plan a barn.
Guesthouses and buildings. Guest houses, barns, detached garages and workshops are this neighbourhood's normal furniture as a physical fact — you'll see them on lot after lot. Permission runs through the parcel's zoning district and county permitting; it is never "build whatever you want." One hard county limit is worth knowing before you plan around a guesthouse: under the county code, a guesthouse may not be leased or rented.
Utilities — mixed, by street. Utilities vary by street in Pine Ridge: central water serves the western part of the neighbourhood (a Trail Boulevard home's MLS fields print "Water: Central," with a private well for irrigation), while the eastern Extension strip remains on private well and septic — the county's own utility review for a Gordonia Road parcel states county water and sewer are "not readily available" there. Confirm the specific lot's services before you buy; there is no neighbourhood-wide answer.
Pine Ridge Estates has no clubhouse, no community pool, no golf course, no racquet complex and no trail system — and any page that lists a "grand entrance," community parks or trails among its amenities is inventing them. The amenity set here is private and per-lot: resort pools, guest houses, barns and stables, tennis courts and multi-car garages, each belonging to the home that built it. What the neighbourhood sells instead of amenities is land — an acre or more of it, wooded and private, inside the urban core.
The beach is close, public and not ours to claim. The neighbourhood's beach is Clam Pass Park, a Collier County beach park with a boardwalk and tram through the mangroves, about five minutes west by car; Vanderbilt Beach, the next county beach park north, is about seven. Both are public county parks reached by public roads — nearby, genuinely useful, and not community facilities.
Golf: none in the neighbourhood. The private clubs buyers ask about — Naples Grande Golf Club and Royal Poinciana Golf Club — are neighbouring institutions with their own memberships; no membership path comes with a Pine Ridge home.
Single-family estate homes on acreage are the format — one product, huge variance. The dataset picture: a median year built of 1986 and an average single-family size of about 3,971 square feet, but the range runs from surviving 1960s originals through extensive renovations to current new-build estates of 9,000-plus square feet. There is no townhome, coach-home or multifamily stock in the subdivision proper — where a portal shows those product types for "Pine Ridge," it is reading a map polygon, not the neighbourhood.
Existing estate homes — site-built houses across five decades on the 1-to-10-acre lots, many with the per-lot furniture this neighbourhood is known for: guest houses, barns, tennis courts, resort pools. Best for: buyers who want the land and the privacy now, without a construction timeline.
Vacant lots trade as teardown and rebuild sites — in a neighbourhood platted in the 1960s, land is a live market of its own. The diligence is the purchase, in this order: the lot's zoning district (it decides horses, buildings and density), its utilities (central water or well and septic), and its flood zone and elevation — all three are per-parcel facts, confirmed before the price conversation, not after.
The condominium exception — one small condo community, Emerald Woods, sits at the neighbourhood's southwest edge on Ridge Drive, and it is not part of Pine Ridge Estates: it has its own association, its own clubhouse and pool, and its own fees — as a labelled example, a current Emerald Woods listing prints an HOA fee of $2,152 per quarter. Emerald Woods is also the entire explanation for the townhouse and condo figures that appear in portal statistics for "Pine Ridge" (see the market section): a separate community's product, folded in by a map polygon. Its fees are never Pine Ridge figures, because there aren't any.
Pine Ridge's housing stock dates from the 1960s onward — the neighbourhood was platted as the Pine Ridge and Pine Ridge Extension subdivisions and built out lot by lot, by custom builders and individual owners, over the following five decades. That slow, lot-by-lot build-out is why no two streets look alike, and why the neighbourhood reads as a wooded estate district rather than a development. It earned one national headline: in 2018, ATTOM Data Solutions ranked Pine Ridge the top neighbourhood in the United States in its Neighborhood Housing Index — first among more than 10,000 neighbourhoods, scored on affordability, home price appreciation, school scores, crime rates, unemployment rates and property taxes. (If you see the award dated 2019 in brokerage copy, that is drift — the ranking is ATTOM's, released August 2, 2018.)
| NO ASSOCIATION RULES There is no association rental rule for a Pine Ridge home — no association exists to set one. Pine Ridge is in unincorporated Collier County, so the governing layer is the county — not the City of Naples rulebook, which applies inside the city limits and does not reach this neighbourhood. |
| SHORT-TERM RENTALS — COUNTY REGISTRATION Under Collier County's Ordinance 2021-45 (effective January 3, 2022), a home in unincorporated Collier County rented in increments of less than 30 consecutive days, more than 3 times in a calendar year, must be registered as a short-term vacation rental. Registration presupposes the state and county accounts behind it — state vacation-rental licensing and county tourist-tax and Business Tax Receipt accounts. |
| 30+ DAYS & THE GUESTHOUSE RULE Rentals of 30 consecutive days or more do not trigger registration — long-term leasing here is governed by your lease, Florida landlord-tenant law and the county code. One hard county limit, directly relevant in a neighbourhood full of guest houses: a guesthouse may not be leased or rented at all — it is guest space, not a rental unit. |
Buying to rent? In Pine Ridge the underwriting question is the county's registration trigger and your rental pattern — and, in the condo community at the edge (Emerald Woods), that association's own rules, which are a separate rulebook entirely. Verify the specific property's position before you write the offer.
Pine Ridge Estates sits in a single Collier County Public Schools assignment set: Sea Gate Elementary School, Pine Ridge Middle School and Barron Collier High School. The trio is verified on the school fields of the neighbourhood's own MLS records — it is the assignment carried by Pine Ridge addresses from Trail Boulevard across the core of the neighbourhood. One caution belongs with it: the neighbourhood's eastern Extension strip has not been separately verified address by address, and an elementary boundary with Pelican Marsh Elementary runs through this part of North Naples — so for an eastern Pine Ridge address, the district's own lookup, not proximity, is the final word.
School assignments are per Collier County Public Schools zoning — confirm the zoned schools for your specific address with CCPS before you buy. Assignments shown as of October 2026.
Measured from the neighbourhood's centre, around Pine Ridge Road at Sandpine Drive — drive-time estimates. Day to day, the western streets move on foot and by bike to Waterside Shops and the beach parks; this is the car table.
| Clam Pass Park (nearest beach, Seagate Dr) | about 5 minutes |
| Waterside Shops (Seagate Dr / US-41) | about 6 minutes |
| Mercato (North Naples dining & shopping) | about 9 minutes |
| Vanderbilt Beach (Vanderbilt Beach Rd) | about 7 minutes |
| NCH North (NCH North Hospital, Immokalee Rd) | about 14 minutes |
| Naples Airport (APF) | about 19 minutes |
| Fifth Avenue South (downtown Naples) | about 15 minutes |
| RSW (Southwest Florida International) | about 41 minutes |
Drive times are approximate and grow in season (January–April) — measured October 2026.
Is there an HOA in Pine Ridge Estates?
No — no mandatory association, no dues, no association architectural review board, and no voluntary association either. One warning: an association website under this exact name (with dues, covenants and an equestrian centre) belongs to a different Pine Ridge Estates in Citrus County, Florida. It has nothing to do with Naples, and none of its rules apply here.
Is there a CDD in Pine Ridge Estates?
No. No community development district exists for the neighbourhood and no CDD assessment appears on the tax bill — one of the advantages of a 1960s neighbourhood platted long before CDDs existed.
Can I keep horses in Pine Ridge Estates?
It depends on the lot — and that is the only honest answer. Collier County prohibits horses and livestock in residential zoned districts and allows them (two hoofed animals per acre, up to 25 fowl, no hogs) in its agricultural and estates districts — and Pine Ridge contains both kinds of district, with Rural Agricultural zoning surviving in the eastern Extension strip. A listing that says "horses permitted" is speaking for its lot. Verify the specific parcel's zoning district, and its title, before you plan a barn.
Can I build a barn, workshop or guesthouse?
Guest houses, barns, detached garages and workshops are everywhere in Pine Ridge as a physical fact — but permission runs through your parcel's zoning district and county permitting, with setbacks and permit confirmation for animal enclosures (30 feet from a lot line, 100 feet from a neighbour's residence). It is "room to add, with permits," not "build whatever you want." And a guesthouse may not be leased or rented.
Are there deed restrictions in Pine Ridge Estates?
This page claims neither answer, because the sources genuinely conflict: one brokerage source says recorded covenants apply; others say there are none, and there is no association to ask. What is verified is that no mandatory HOA and no association review board exists. Whether a recorded document attaches to a specific lot is a title question for that lot — confirm it before you buy.
Can I rent out a Pine Ridge home short-term?
Under the county's rules — there is no association rule. In unincorporated Collier County, renting a home for less than 30 consecutive days, more than 3 times in a calendar year, requires short-term vacation rental registration under Ordinance 2021-45. Rentals of 30 days or more do not trigger it. The City of Naples rulebook does not apply here — Pine Ridge is outside the city limits. A guesthouse can never be rented.
What schools serve Pine Ridge Estates?
Sea Gate Elementary, Pine Ridge Middle School and Barron Collier High School (Collier County Public Schools) — verified on the neighbourhood's own MLS records. One caution: the eastern Extension strip has not been verified address by address, and an elementary boundary runs through this part of North Naples, so confirm the zoned schools for your specific address with CCPS before you buy.
Is Pine Ridge Estates in a flood zone?
Parts of it rate differently from other parts — flood zone and elevation are specific to the parcel and its elevation certificate, and designations here have changed by FEMA letter. Many homes sit in Zone X, but check the specific home's elevation certificate and current FEMA designation before you buy; there is no honest neighbourhood-wide answer.
Is Emerald Woods part of Pine Ridge Estates?
No. Emerald Woods is a separate condominium community at the neighbourhood's southwest edge, with its own association, amenities and fees (a current listing prints $2,152 per quarter). Portal maps fold it into "Pine Ridge," which is why condo and townhouse medians appear in portal statistics for the neighbourhood — Pine Ridge itself has no townhome or condo stock.

MICHAEL'S TAKE Pine Ridge Estates is the neighbourhood I recommend when a buyer wants real land inside the city-side of Naples — an acre or more of wooded privacy five minutes from Clam Pass, no dues to anyone, and homes with the guest houses, barns and garages that acreage invites. Know what you are buying, though: no HOA also means the rulebook is the county's, and here the county's answer changes lot by lot — the zoning district on your parcel decides whether a horse, a barn or a second building is allowed, the utilities change by street, and the flood answer is a certificate, not a neighbourhood claim. Verify the parcel, then fall for the land. Buy the acre first, then the house. |
